Hertfordshire's Police and Crime Plan - 'Everybody's Business: Community Safety and Criminal Justice Plan'
I have published a refreshed version of my current Police and Crime Plan for Hertfordshire to respond to new opportunities and challenges.
My Community Safety and Criminal Justice Plan: Everybody’s Business, is a key document in my role as PCC enabling greater oversight and accountability of other agencies and the police.
This plan sets out my ambition and vision for community safety and criminal justice across the county until 2024.
It looks to the future and sets out the challenges and opportunities ahead of us and speaks to everyone - the police, local authorities, the private sector and each one of us as citizens - to take action and play a part in preventing and reducing crime.

What’s in the plan?
This refreshed Police and Crime Plan is more than just a legal requirement, it sets out my plan and vision for policing and crime across Hertfordshire to 2024.
It reflects both the continuity in the principles and priorities outlined in my first two plans, and also the changes in the nature of crime, and the continued responsibilities on my office in commissioning victims’ services – putting victims at the centre of all that we do.
It sets out how the Constabulary will respond to their Strategic Policing Requirements and ensure we get the best from our collaborated units, with whom we share resources, to drive crime down and provide an efficient and effective service for the public.
And underpinning all of our work there are four main strategic themes:
- Building on Success
- Putting Victims at the Centre
- Public Focus
- Business Sense
Building on Success: Hertfordshire Constabulary continues to be an efficient and effective police force for which the public has a high regard.
I have continued to commit to only raising for policing what is required to provide the level of service needed to meet on-going demands of reported crime and protect frontline policing. I will continue to spend money wisely.
Putting Victims at the Centre: Through my role in commissioning support services for victims in Hertfordshire, I will continue to ensure that services are locally tailored to meet the needs of different victims of crime and the responses they require.
I want to ensure that victims are put at the heart of the criminal justice system.
Public Focus: I want to continue to develop innovative ways to include partners, the community and voluntary sector in the delivery of policing.
It also sets out my plans to drive forward improvements in transparency, so that the public can be assured that the Constabulary continue to behave ethically and with integrity, delivering the highest standards of public confidence and satisfaction.
The Business Sense theme is about working differently with public and private agencies, going beyond police-only solutions to achieve improved business benefits and local solutions.
I am keen to use the legislation to look at the business case for change across blue-light services so that we can get smarter with how we tackle complex problems and deliver better outcomes for the individual, the family and the community.
The plan highlights the challenges and the opportunities that await us and how we all play a vital part in working in partnership to deliver these ambitious proposals.
It is ‘Everybody’s Business’ to keep Hertfordshire safe. Over the coming years we will see further changes underway with new and expanded responsibilities which will continue to challenge us all to radically reform policing and criminal justice.
